Use pelmet vilene to the size you require
bondaweb on material to the vilene with enough hang over to wrap around the vilene twice.
sew a pleasing arrangement of sequins to the fabric
then turn the overhang fabric over the other side and neaten
make a loop with buttonhole stitch on one end and attach a large bead to the other.
